The Adamawa State government has launched its document for peer review mechanism, with a pledge that the programme would be “credible and free of political manipulation” to achieve good governance and high economic growth in the state. Modelled after the African Peer Review Mechanism adopted by the New Partnership for African Development (NEPAD) for voluntary self monitoring, the mechanism is meant to monitor government activities in all parts of the state. Launching the review document in Yola, the coordinator of the programme Hassan Nyako, said that a panel of seven eminent persons in the state who distinguished themselves in various areas of human endeavour would manage the programme to ensure its integrity. Citing the document, the coordinator said the objective is to foster the adoption of policies and practices that would lead to political stability, high economic growth and sustainable development. This he said, would be done through sharing of experiences and reinforcement of successful best practices, including identifying and assessing the need for capacity building. Nyako said participation would be open to all the 21 local government areas of the state that would undertake to submit to peer reviews and be guided by the parameters for high economic growth and good political and corporate governance. “The peer review process will spur (participating) local governments to consider seriously the impact of domestic policies, not only on internal political stability and economic growth, but also on neighboring local governments. It will promote mutual accountability as well as compliance with best practices” the document stated. It is also stated the types and stages of reviews, their durations, the use of media to enhance its work and the funding of the mechanism which is said to be done through contributions from the participating local government and donor agencies. |
